Hi everyone

In one of the worst Council Budgets I have ever seen, the Lord Mayor has savagely cut projects and services across the City including in Tennyson Ward. Rates, fees and charges are all still going up though, rates by an average 3.8% for owner occupiers (above inflation) and capped at a whopping 7.5%.

The Lord Mayor has run Council’ s cash reserves down to a very thin $50m and has dipped into the emergency line of credit (overdraft) to the tune of hundreds of millions of dollars. The City Budget has contracted by hundreds of millions of dollars due to the Lord Mayor’s financial mismanagement. The decision to fund major projects like the Brisbane Metro, green bridges and Moggill Rd upgrade have blown out collectively by billions and are still adversely impacting on Council’s ability to fund local projects. 

To make things worse, for the first time ever the Lord Mayor has removed all dollar figures for projects from the Budget Papers, cutting and hiding the true state of Council’s finances. Normally I could give you a list of the projects being funded in the Budget and their value but that’s not possible this year as no figures have been provided.  Yes, you read that correctly, the Lord Mayor has announced a Budget with no project figures.

But it gets better, the Lord Mayor has announced that the Brisbane Metro, which has doubled in cost to $2billion, will be extended to the outer northern suburbs, WITHOUT a business case. Tens, if not hundreds, of millions of dollars will be spent on this extension over coming years without proper investigation and scoping. The Lord Mayor is just eyeballing it and we’ll all have to hope for the best. It's staggering to think this is how the Lord Mayor runs major projects.

All is not lost though: you will still be able to swim at a Council pool this summer for $2.

I am fairly well educated (LLB, BA Hons, MPP) and an experienced Councillor but having to vote on a budget with no dollar figures for projects, services and events is a new one, even for me. The lack of transparency and accountability in the Council Budget under the Lord Mayor and his “team,” who control a large majority, is poor policy and governance from the largest Council in Australia.

Keep in mind there are 26 wards in Brisbane, and in most project areas many wards are missing out altogether.

WHAT'S NOT IN THE BUDGET LOCALLY

Each year, as your local Councillor, I put together a budget submission based on feedback from local residents, community groups, schools, Council officers and my own observations. This is submitted to the Lord Mayor who then personally determines what is funded in the Budget.

Some of the projects the Lord Mayor has refused to fund, in some cases now for many years, include:

  • dozens of local pedestrian, road safety and traffic calming projects;
  • a new Sherwood Rd dedicated off-road bikeway;
  • Graceville Fiveways and Annerley Junction shopping centre improvements;
  • drainage and backflow valves in Chelmer, Graceville, Yeronga, Yeerongpilly, Fairfield and Tennyson;
  • intersection upgrades to Oxley Rd/Cliveden Ave, Corinda, Ipswich Rd/Venner Rd, Annerley, Fairfield Rd roundabout, the Graceville Fiveways, and Annerley Rd/Noble St, Annerley;
  • Nixon Park, Oxley playground upgrade;
  • repairs and upgrades to Dunlop Park car park and Yeronga Memorial Park car park; and
  • Graceville Rail Station zebra crossing.

Budget estimates information sessions will be held on Friday and Monday and I may have a further update next week. I will keep fighting for important local projects in next year's budget.

COUNCIL REFUSES TO RESURFACE OXLEY RD

I think most residents would know Oxley Rd is in bad shape in Oxley and other suburbs. The petition calling for it to be resurfaced in Oxley came up to Council for debate this week and was not supported by the Lord Mayor's team, including Cr Sarah Hutton, who represents part of Oxley and surrounding suburbs  who rely on Oxley Rd. Cr Hutton is also the Chair (minister) for road maintenance in Brisbane. The Lord Mayor's team, including Cr Hutton, also voted against my amendment motion to resurface the shocking sections in Oxley, Corinda and Graceville. Their view is that Oxley Rd is safe. Oxley Rd has grass growing up through it, it’s been flooded multiple times and is broken and degraded and still the Lord Mayor's team refuse to resurface Oxley Rd.

Instead the Lord Mayor and his team supported $92,000 for a party to open the Breakfast Creek bridge and $123,000 for Councillors and senior officials to attend the Paris Olympics. That’s funding that could have been spent on Council’s core business, including roads. I will keep fighting for Oxley Rd, particularly the worst affected areas in Oxley, Corinda and Graceville, to be resurfaced.
